Windows support

At the January 24, 2014 Roadmap Committee meeting, the group discussed Windows support for Islandora in light of the recent community contributions. While we are very happy to see the community contributions, we are currently unable to officially support Windows because there is no way for us to fully test and ensure Islandora functionality in a full Windows environment.

However, that is not to say we can't work as a community to merge existing pull requests and future pull requests for Windows support. In order to merge Windows support pull requests, the contributions must pass all tests, under go code review, and must not break any current existing functionality.
