- Ability to add new modules

Possibly, let's import a MarkDown editor like StackEdit that would allow the translators to add cool stuff to their module. Note, having this available would allow us to setup a "creator" mode for content creation teams to use.

- Links will be sortable via drag+drop
- Links should be able to be nested beneath other links.
- The default structure will inherit from the source TOC
- New modules that have been added will be added at the bottom of the default TOC structure so they can be dragged into place
- Headings in the TOC can be translated/inserted and dragged into place like the links
