Update from Saranjeet

Labelled all the issues and merged where possible
Has started some work on #136

requires some reorganization

Has opened some PRs

in development section has added the issues the PR is addressing

one intro for doc chapter
simplify language
remove navigation bugzilla from bug review chapter: now moved to when bugzilla is first introduced (bug tracking)
modify bug tracking chapter
- still to do : separate how to file a bug section into separate chapter
add intro to Rd
- changed flow from Heather's original comment

Starting to get conflicts with existing PRs, so need to add to existing ones or wait till they are closed
open issues for documentation chapter

use code blocks: may do this when also working on translation chapter -> next month

try to review PRs in order that they were opened

Saranjeet will create markdown checklist of issues to work on each fortnight
Heather should have some time to review PRs next week.
Heather and Nicolas will alternate from June 2.
