2019.03.0-rc1

RC1 release of 2019.03, for testing with eZ Platform 2.5 and Legacy Bridge 2.1.0-rc1.

Notably contains:

• Lots more PHP 7.x and notably 7.3 fixes
• utf8mb4 fixes for MySQL / MariaDB
• .. and more: v2018.09.4...master

Still needs:

• A few schema updates to be in sync with 2.5
• Fix logo saying "community version" as 2017.12 releases are both for enterprise & open source
