Description

Updates the wallet base node service to use RPC for the periodic chain metadata requests.

Motivation and Context

Service calls are being simplified by switching over to the more direct and reliable RPC calls.

How Has This Been Tested?

Tested with console wallet connected to local custom base node peer. Existing tests pass.
