Now that background maintenance is working in Git even on windows (see microsoft/git#304), we can delete the service code from Scalar.
TODOS:
scalar run configon all registered enlistments. Without that, we will not set up existing enlistments with Git's background maintenance.scalar pauseas it no longer applies.
