  • Adds GH Actions CI (roughly matching the .travis.yml)
  • Adds volta configuration (requires duplication until monorepo support volta-cli/volta#378 is resolved)
  • Use consistent / shared yarn version (assuming contributors use volta).

Roughly emulating the work in `.travis.yml` (though slightly different
breakdown in concurrency and number of jobs).

Use volta to manage the "default" node / yarn versions.

Ideally we would not have to duplicate the version info for each of the
`package.json`s, but until Volta provides a way to properly manage
nested workspaces this is the best we can do.
