We'll need to add a connector to support the data in #68176 for Uptime. Also see #68531 and #69257

AC:

  • On plugin start, we register a function using plugins.observability.dashboard.register() returning the following data:
    • pings for the time series chart showing pings over time
    • snapshot for the current counts of up/down monitors.

@formgeist it just means count of total, up and down monitors.
