feat(obstacle_cruise_planner): stabler slow down #3777

Description

must be merged after #3775

added a lower-pass filter for

  • lateral distance from obstacle to the path
  • slow down start distance
  • slow down velocity

Tests performed

planning simulator
scenario simulator

stabler slow down
