What exactly is generating this error? I can't reproduce this locally. |

Python dependencies. This slipped through #13008 because the job only runs in master. One way to prevent this kind of thing in the future would be to always run the job, but skip the actual push unless in master. |

We can undo this as soon as the containers are updated. |
