Fixes #4773 Add ElectricEquipment:ITE:AirCooled instead of generic ElectricEquipment in 2ZoneDataCenterHVAC_wEconomizer.idf example file. Also fixed the plant components to be fully autosized.
This pull request also includes some corrections to the IDD units for four fields that are temperature differences which should have been deltaC but were just C. And change some DeltaC to deltaC for consistency.
