[PK] Make Vitamin Deficiencies Work Again #87

Recent update removed deficiencies from main, created vitamin override for PK's Rebalancing, don't know if I did it correctly.

Redid based on effects override, added deficiencies back in override file and linted. Vitamin Deficiencies should work in mod again.

PK's Rebalancing doesn't change IDs, so this should work.
