This PR allows the use of all printable, non-reserved ASCII characters in filenames, which partially addresses #1138 by allowing names like O'Brien, Billy-Bob, Dr. Pepper, Joe 'The Noun' Smith (single-quotes only, sorry), John J. Jackson the 4th, Cataclysm Survivor # 7... and so on.
