Reduce skill bonuses for holsters [RDY] #15083

As discussed in #14306 the current bonus from weapon skill is too high for holsters. This PR scales down the bonus as follows:

0 100% 100%
1 100% 87%
2 50% 77%
3 33% 71%
4 25% 65%
5 20% 61%
6 17% 58%
7 14% 55%
8 13% 52%
9 11% 50%
10 10% 48%

This is in addition to the minimum imposed by #14316 and the global increase in handling times from #14977
