The script (requires Python 3.7 or later) https://github.com/zufuliu/notepad2/blob/master/locale/Locale.py can be used to create all files at once with following command:

python Locale.py new ko

You can then open Locale/Locale.sln, add the two created projects inside ko folder.

Also, current Korean localization pointed to https://teus.me/category/IT/Notepad2, it's maintained by @bluenlive, and supports more schemes (lexers , files, etc. see issue #182).
