Clean Up 3-wd

Address following points mentioned in Issue #371 (most everything but the date, the impl report, and points about issue #99, which @farshidtz will make a PR for):

• Farshid's affiliation should be removed, and changed to "formerly {F-G}, currently Invited Expert"
• Remove mention of issue How to avoid duplicates in a directory #48 - closed
• Remove mention of issue 150 - defer to next Discovery spec update
• Remove mention of issue Event payload filtering #176 - defer
• Remove mention of issue JSONPath as a search query language #234 - defer
• Remove mention of issue Creation of OpenAPI spec from Directory TD #82 - defer
• Clean up table in 11.3 - use appropriate CSS/class
• Include PR feat: allow Content-Format 50 for CoAP in TD Server #370 - allow content-format 50 for CoAP (application/json)
• Update change log
• Remove ed note about directory information model
• Include PR Update Privacy Considerations #353 - location tracking and profile, GDPR defn of profiling

Also, this PR applies most of these fixes to both the main index.html and the publication/3-wd version, and updates the static.html and the Overview.html.
