Description

Cleaning up the repo in preparation to upload the initial XIL source code for integration.

Motivation and Context

To avoid confusion with the prior CEE work, that code has been removed from the HEAD of the repo but will still exist in the git history. A git tag will also be used to indicate the latest version of the CEE prior to the switch over to the XIL software.
