Feature Request

Describe your feature request related problem

It may take too much time to collect heartbeats in big cluster. During this period, the routing information cannot be updated in time, which may cause usability problems.

Describe the feature you'd like

PD Leader Syncer the leader of the region to the PD follower

Describe alternatives you've considered

In order to ensure that the routing information is more accurate when the leader switches, it also reduces the lock overhead of the heartbeat update the region cache.
