Currently, there's no docs folder for the project and it make sense to have one given there are already a few issues related to adding specific guidelines and documentations.

I believe #309 will fix this, so I'm actually going to assign it to myself.

Follow-up from #190 (thanks @asraa!).

I did not add a DCO requirement at this point, as that was controversial
in #190. I filed #308 to track that.

I tried to address all *other* feedback in #190.
