Remove reconciler unit test

Changes

Remove the reconciler unit test that runs controllers in separate goroutines.
This test as written is a source of data race conditions.
The logic in this test was moved to test/e2e/e2e_test.go.

This unit test was previously removed, but re-added accidentally.
