Ticket: OTL-1177

Changes:

  • Updated Go version v1.17.6 in Dockerfiles, GitHub actions, and Azure pipeline configs
  • Updated installation way of liberty from go get -> go install
  • Updated testing certificates to make them compatible with the go version
  • Using go-delve instead of forked repo (derekparker) in Dockerfile.dev

Verified w/ 0.43.0 SA receiver locally
