V1.7.1 - Bug Fixes and VGP Garden Drinks Patch

Besides including crustymonkey's Compatibility Patch for VGP Garden Drinks, a few bug fixes:

• Prison Labor compatibility enhanced, prisoners now can drink while working (#5)
• RW 1.0 adoptions and fixes for bugs introduced in in last version (#10, #11)
• calculation of days worth of water for caravans now works fine (#16)
