Complete acyclic taxonomy

First release of a "complete" acyclic taxonomy, suitable for usage in classification projects. This is still rather optically centric (e.g., no fast radio bursts) but starting to add in non-EM events (such as gravitational wave events). If you're interested in time-domain classification, we would love to get your PRs!
