Is your feature request related to a problem? Please describe:

We didn't verify our tidb-operator continuously in the Kubernetes clusters other than 1.12.x.

xref: #996

Describe the feature you'd like:

We can have a periodical job to run e2e tests (and stability tests if possible) continuously in Kubernetes clusters from the minimum supported version to the latest stable version.
