Gas Properties suite - publish 1.1 with PhET-iO

From 1/14/2021 PhET-iO meeting and the Project Overview spreadsheet, the milestones are:

• 4/1/21 Begin working on design
• 7/31/21 RC-lite testing completed
• 7/31/21 RC delivered to PhET-iO client

This includes the entire suite (Gas Properties, Gases Intro, Diffusion) for phet and phet-io brands.

#30 (PhET-iO design) is a major prerequiste to this milestone.

We're not going to hit the milestones that were set in #191 (comment). We still need to do PhET-iO design, PhET-iO instrumentation, and address a handful of GitHub issues. Assigning to @kathy-phet to revise milestones and prioritize PhET-iO design. Feel free to assign back to me when you're ready to continue working on this release.

8/12/21 phet-io meeting:
@kathy-phet said that the scope of this issue has changed. The original goal was to deliver an RC version to client. The new goal is to publish a production release. I've changed the title of this issue accordingly.

@kathy-phet said that the Gas Properties suites has is back on the roadmap.

The current state of feature completion is:

• PhET-iO 25% - see PhET-iO instrumentation #77
• Alt Input 0% - see Alt Input support #213
• UI Sound 0% - see UI Sound support #214
• Dynamic Locale 100%
• Preferences 100%
• Color Profile 100%

@kathy-phet would like to evaluate Alt Input and UI Sound.

• Remove "Adjust in smaller steps" from Diffusion #290
• Changes to examples.md #285
