Cleaned up and bumped Apache commons libs

• Bumped up
  • replaced commons-lang with latest commons-lang3 2.15.0
  • common-coded to 1.16.0
  • Apache CXF to 4.0.2
  • commons-cli to 1.5.0
• Removed:
  • commons-io and replaced all code with Java NIO 2
