[Bug]: default build.sh for 1.3.x breaks with task publishPluginZipPublicationToZipStagingRepository

Describe the bug

Starting with 2.1.0, pluginZips are added to maven repo using the task publishPluginZipPublicationToZipStagingRepository. This task is not present for 1.3.x versions, however the default build script part of the build repo which is standardized to only main branch is used by all versions (2.x, 1.x). This breaks for components part of 1.3.5 release that still uses the default build.sh

To reproduce

Execute ./build.sh manifests/1.3.5/opensearch-1.3.5.yml --component performance-analyzer --snapshot
Where performance-analyzer uses the default build.sh from the build repo.

Closing this issue as now all plugins 1.3 branch should have the default build.sh script.
