[DSPv2] Implement removal of SCCs

Implement a way to remove the following SCCs after DSPv2 PoC deployment:

• kubeflow-anyuid-kfp-tekton
• kubeflow-privileged-kfp-tekton

@rimolive believes this issue is no longer needed, or some solution has already been implemented that works around or fixes the problem. Update comments below if this is the case.

This solution is already fixed in pipelines#7916, what we need to do is remove the SCCs in the manifests. Probably needs to propose that upstream(kfp-tekton) as well.
