Provide catalog file on the command line #274

It would be useful to be able to specify a catalog file on the command line. Currently I'm going through some contortions in makefiles when I need to have different catalog files for different purposes. This would be useful for pretty much any robot command.

This would be a good addition. Do you have suggestions for option names, or syntax, or implementation? Is it enough to specify one catalog for one ROBOT invocation (covering all chained commands)?
