Description
This adds
NOIR_RELEASES_TOKENas the token for our release workflow. This will allow our CI to run against our "release PR". We need to add the token because GitHub skips CI triggers for anything generated byGITHUB_TOKENwhich is the default.cc @kevaundray to double check the permissions on the token before we land this.
