tools: remove github reporter #56468

This PR removes the github reporter (with much verbose output) in favor of the error reporter in #56438

This is actually not available yet, so we would need an intermediate value or waiting for #56438 and rebasing

If you didn't want to block on #56438, you could delete this in this PR and add the reporter from #56438 in that PR.

@Ceres6 it looks like --test-reporter=./test/common/test-error-reporter.js --test-reporter-destination=stdout is now being specified multiple times. See the console output section of #56672 for example.

@cjihrig It seems to be because in workflow files we specify it (before we had --test-reporter=spec and in test.py we do too (before it was the github reporter) so they were different and now are the same. Not sure if it makes sense to revert the changes in workflow files to restore the previous one or to remove the appended flag from test.py

@Ceres6 I think it's fine to remove (not restore) the ones in the workflow files. You can test by opening a PR with an intentionally failing test. Pick a test that uses node:test, but preferably not a test for the test runner itself since those might be relying on one of the official reporters. In both Jenkins and GitHub Actions, we should only see the output of the error reporter from #56438.
