We'll probably need to discuss nodejs/node#38178 (comment) -- we've changed the minimum ICU version in a LTS line (14.x) and that's broken building against system ICU. For some history:

14.0.0 went out with a minimum ICU req. of ICU 65 https://github.com/nodejs/node/blob/v14.0.0/tools/icu/icu_versions.json
14.6.0 bumped minimum ICU to 67 as part of a V8 update: nodejs/node#34356
