This PR restructures the way we handle the FreeSurfer license:

  • Place the responsibility of manipulating the environment on the config module.
  • Run the canary after the workflow is built: that allows for fMRIPrep to find other relevant issues (e.g., BIDS invalid dataset)
  • Run the canary without arguments, to actually mimic what happens at runtime.
  • Return a fixed error code (126; see https://tldp.org/LDP/abs/html/exitcodes.html) which will make troubleshooting easier.

Requires: nipreps/niworkflows#533 (when the canary does not manipulate the environment)

With this third minor release series of 2020,
the first *fMRIPrep LTS* (*long-term support*) is finally here!

related to easing the maintenance, anticipating patch-release breaking

    `CRIUGM <http://www.criugm.qc.ca/>`__, (Université de Montréal).
    The LTS is planned for a window of 4 years of support (i.e., until
