The old logic trying to only turn on shared access when needed would fail during automated cluster recovery as the source server wasn't reachable to change the access mode. As Incus keeps track of all volumes anyways and prevents concurrent mapping of volumes itself, this should be perfectly safe and in line with what's done on Ceph.
