What this PR does / why we need it:

  • avoiding duplicate proxy lines in /etc/yum.conf
  • Fix CentOS 8 with proxy inline proxy and module_hotfixes options in rh_docker.repo and remove proxy when not defined.

On CentOS 8 with proxy ansible render inline `proxy` and `module_hotfixes` options.

For example:

`proxy=http://127.0.0.1:3128module_hotfixes=True`

But expected result:

```
proxy=http://127.0.0.1:3128
module_hotfixes=True
```
Module `lineinfile` is weak, use most powerful module `ini_file` and add or remove `proxy=` when `http_proxy` is defined or not.

Hi @metajiji. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
