CSI sanity case:

controller service [controller server] createvolume [it] should fail when requesting to create a volume with already existing name and different capacity

Special notes for your reviewer:

Because of the ClientToken generation algorithm is changed, there is a extremely small chance that multiple disks will be created for one PVC, if the provisioner created the disk and failed to notify k8s, then the provisioner is upgraded.

This is a part of #824

Hi @huww98. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

CSI requires idempotent: one name can only create one disk. We may issue
fallback requests to ECS if the initial attempt failed, so we should generate a
fixed sequence of tokens from name.

However, not every ECS request would record the ClientToken. To ensure every
token in the sequence is recorded, and no recorded token is reused in the
fallback requests, we experimented with each fallback case and empirically
found out whether the server would record the token.

CSI name supports Unicode characters at maximum length 128, ECS ClientToken
only support 64 ASCII characters, So use HEX of hash of name as the token
This protection is fragile, it cannot suvive CSI restart, and breaks the
detection of inconsistent create parameters between two requests with the same
name.

ECS is treating ClientToken differently when returning different error code. Hard-coding each of these behaviors is impractical and fragile. I will find another way.
