Which problem is this PR solving?

• Part of [Bug]: jaegertracing/all-in-one:latest does not match the latest Docker versioned tag nor the latest git tag #5721

Description of the changes

• In addition to commit hash tag in the snapshot images, also apply the latest tag

• After merging to main
