Remove unused preconditioner parameter in LowerTrs #587

Hm, Thanks for removing it. That should not have been there. But I think technically it is interface breaking, even though it was not used. But I am also okay with removing it as it should not have any side-effects. |

I am fine with merging it before 2.0.0 release because it is unused.

Release 1.3.0 of Ginkgo. The Ginkgo team is proud to announce the new minor release of Ginkgo version 1.3.0. When going through the factory parameters in Ginkgo, I noticed that the LowerTrs factory has a preconditioner parameter that is never used anywhere. This PR removes the unused parameter. Is this considered interface-breaking?
