[rtc/SoftErrorLimiters/SoftErrorLimiter.cpp] check velocity limit using limit - 0.01 deg, if we use limit = limit, then it will fail at RobotHardware #679

[rtc/SoftErrorLimiters/SoftErrorLimiter.cpp] display error message in the first time, see #498

24d3ac5 causes velocity limit error and SoftErrorLimitter did not work, even if we set next target angle from current angle + limit velocity. So set next target angle from velocity limit - 0.01 deg
