New EVM (EIP-3540) and Blockchain (ensure Lock) Releases

Follow-up on #2377

New releases for the EVM to get the relatively important EIP-3540 fixes from #2368 out of the door as well as a new Blockchain release to help mitigate on Lock not available library-breaking issues reported in #2373.
