[Uptime] Waterfall Chart has a slight double scroll

Waterfall Chart has a slight double scroll.

Note: The first time I tested this, it did not appear. Could be a result of varying screensizes, but I'm unsure of the differences in testing parameters between my first test and my subsequent tests. I cannot seem to recreate a non double scroll at this time for a large number of network requests.

I wonder if this is because in your example where the problem appeared, the legend has had to wrap to double height (because of insufficient width), so could the calculation for the placement of the footer be wrong?

For info in case it's useful, we have a more severe version of this when putting the waterfall chart together in 7.11, which was fixed #86308

Yeah it's because of that legend wrapping into next line.
