What does this PR do?
This PR prepares
packages.ymlto include endpoint binaries andascfiles.It introduces
skip_on_missingflag for these files so build/packaging job dont fail when files are not present.combination of this PR and #19480 will result in package job not failing on missing when building locally but failing on missing when building using our relase pipeline.
Why is it important?
To have agent package with endpoint included
