In hardware_usbserial.py, the RS-HFIQ gets stuck in the keyed-up state if Quisk is closed while PTT is on.

Proposed behavior is to ensure RS-HFIQ is keyed down on close.

As I never notice #5 , I can't test if  your fix solves the described problem, but your fix looks reasonable.
