The version of k2dc.exe that comes with Kermit 95 2.1.2 when run says: Usage: k2dc <kermit script> [<kermit command line parameters>] <socket>
For some reason there are no build scripts for k2dc anywhere in the Kermit 95 2.1.3 build tree but it was almost certainly built from k2dc.c. I've added it to the main makefile (ckoker.mak) but it doesn't currently run: SYS:1804: The system cannot find the file TCPIP32
Not sure what the fix is. Most likely I'm building it wrong or OpenWatcom doesn't have the required headers/libs to build it properly.
telnetpm.exe is binary equal to telnet.exe in K95 2.1.3, so looks like its just a copy under another name.
