Update release flow

To fix/update:

• consolidate py version matrix for build, test, lint, release

• consolidate duplicated doc release here and here

  • datajoint-python release should include doc release as a sub flow
  • doc release should also be an individual flow for later fixes

• datajoint ownership in Test PyPI #1217

• PEP 541 Request: Continue maintenance of datajoint on TestPyPI pypi/support#5970

To add:

• add conda-forge release flow
  • now it's forked and managed in here, managed by conda-forge autotick bot, just need manual PR approval
• We will use Release Drafter(see comment below) to auto generate release note based on PRs
  • when publishing a draft release, you are able to check publish notes in Discussion
  • we might write separated release article
• github label GHA, auto label PRs by directory, https://github.com/actions/labeler
• after release change version.py
• after release change tag for badge commit since release
• change badge build status to test flow
• send release notification on slack through Slack: Send to Slack - GitHub Marketplace
