[service] CI situation

I'm gathering current issues I noticed in the CI:

• qt/5.15.2 #1759: unexpected error for several months
• gtk 3.24.24 #3624: You are depending on 'glib/2.67.0' but it is not in the repository whereas it obviously is
• Glib: fix FreeBSD #4171: merge commit f74a12e is marked green, but neither 2.67.2 can be seen on https://conan.io/center/glib, nor the FreeBSD fixes on other versions
• sassc 3.6.1 #4182: failed with a missing dependency on windows, whereas this dependency throws ConanInvalidConfiguration on windows. A comparable error happened on libsass 3.6.4 #4181 (comment) but disappeared when restarting the build
• [service] Windows x86_64, Release, Visual Studio 16, MT is misbehaving #4214 ([poco] fix PocoNetSSL and PocoNetSSLWin simultaneous usage under Windows #4205 and [fix hooks] libarchive #3778) : the bot marks some builds failed, whereas the log indicates they succeeded. It happened also on libsndfile: explicit vorbis components required #4174 (comment), but disappeared when restarting the build
• [service] Missing binaries for mongo-c-driver package #4076 : merge commit 0301daf is marked green, but 1.17.3 is not displayed on https://conan.io/center/mongo-c-driver
• [conan.io/center] Missing versions and revisions for cpprestsdk #4251: cpprestsdk missing versions and revisions. once again, merge commit f9e6015 is marked green
• gtk 3.24.24 #3624: merge commit 3488f09 is marked green, but no binary are available on https://conan.io/center/gtk?version=3.24.24&os=Linux&tab=configuration nor when running conan search gtk/3.24.24@
• Add libnuma/2.0.14 #4193: ConanInvalidConfiguration is thrown on Windows in validate(self), but the bot reports some errors on windows
• openssl: remove duplicate no_cast option #4234: PR check status is continuous-integration/jenkins/pr-merge Pending — This commit is being built whereas conan-center-bot reported successful build more than 24h ago

• Wrong error reporting a dependency not in the repository:

  • gtk 3.24.24 #3624 ✔️: It was fixed eventually, PR was merged, the recipe was eventually uploaded but there are missing binaries

• Website not updated with the latest recipe and binaries:

  • Glib: fix FreeBSD #4171 ✔️: Fixed by our nightly build job "Tapaholes"
  • [service] Missing binaries for mongo-c-driver package #4076 🔴: Confirmed missing mongo-c-driver/1.17.3
  • [conan.io/center] Missing versions and revisions for cpprestsdk #4251 🔴: Confirmed missing cpprestsdk/2.10.17
  • gtk 3.24.24 #3624 🔴: Confirmed missing binaries

• Wrong error reporting a missing dependency on windows despite recipe throwing an invalid configuration:

  • sassc 3.6.1 #4182 ✔️: PR was eventually merged without error.
  • Add libnuma/2.0.14 #4193 🔴 (similar issue but ConanInvalidConfiguration is thrown on Windows in validate(self)): Issue with validate() ??

• Bot says builds failed but log indicates success (Issue [service] Windows x86_64, Release, Visual Studio 16, MT is misbehaving #4214).

  • Explanation: This could be related to the windows agents setup. We are working on new report messages by the bot to improve the UX and avoid these weird errors.
  • [poco] fix PocoNetSSL and PocoNetSSLWin simultaneous usage under Windows #4205 🔴: Relaunched CI, under investigation.
  • [fix hooks] libarchive #3778 ✔️: Merged

• PR check status is continuous-integration/jenkins/pr-merge Pending — This commit is being built whereas conan-center-bot reported successful build more than 24h ago:

  • Explanation: We are trying to build binaries for the new gcc and apple-clang versions in the shadow without failing. The bot reports the same packages and the same point in the CI, but the CI tries to build those additional configurations.
  • openssl: remove duplicate no_cast option #4234 ✔️: Eventually CI finished and PR is already merged

• ✔️ gtk 3.24.24 #3624 was an error on our side. A bug in the library implementation. It is scheduled to fix (the bug via pull-request to the library and the missing package via a CI job).
• ✔️ [service] Missing binaries for mongo-c-driver package #4076 will be fixed (not a fix, it creates a new revision) by mongo-c-driver: force package rebuild #4087
• [conan.io/center] Missing versions and revisions for cpprestsdk #4251 fix scheduled (if there are missing packages in Artifactory frontend). If it is a frontend issue (information out of sync it requires a different fix).
  • Packages are available in Artifactory, but frontend doesn't show the information.

seems like package upload is not atomic/transactional, e.g. there are situations when a new version of the recipe is there, but not all binaries are uploaded yet. for zlib time window is small enough (but still noticeable), for larger packages like boost it will be much more problematic. I am not sure if there is an easy solution for that (that might be, conan API or artifactory isn't supporting transactions). @jgsogo @danimtb WDYT?

@SSE4 the best solution would be to use Artifactory promotions of packages from the PR repo to the conan-center repo, but there were some performance issues that made use resort to conan download/upload. We are waiting for the next version of Artifactory (7.13) to try it again as it will bring some fixes for that.
