[service] Missing binaries for mongo-c-driver package

During the bumping mongo-c-driver version in the mongo-cxx-driver recipe, there was a problem - some binaries are missing.

I will copy @SpaceIm 's message in the description:

• with conan search mongo-c-driver/1.17.3@ --table=file.html -r conan-center, I see 87 packages (1 is missing: Linux/clang6.0/static)
• 1.17.3 is not even displayed on https://conan.io/center/mongo-c-driver

After forcing rebuild by changing the recipe, the issue seems to be resolved.
It's more like a hotfix, so CI changed are still needed, but I will close the issue, it's about a particular recipe.
