In the usability testing that was done last year several of the participants found it hard to navigate the Services page. They had issues finding the service we asked them to navigate to and found the order of the list confusing. Part of this is tracked in #10010 but that is mostly about filtering. The issue is bigger than that though, so let's make this one about the list itself, and how we order things in it.

This is what's in Windows Admin Center (the UI for Windows Server 2018) for comparison.

We found in usability testing that the services page is hard to
navigate. This is partly due to the odd sorting and the choice to
split between Enabled, Disabled and Static

not able to identify how the list is ordered.
