[13_0_X] Revert BeamSpot fallback logic

This PR reverts the online BeamSpot fallback logic to actually fall back to the DB, ie. to consume the last BeamSpot produced by PCL.

@nothingface0 and @antoniovagnerini tested this PR at p5 with collision run 370580 and CMSSW_13_0_11. The beam spot clients ran without crashing and @francescobrivio confirmed the test results are ok.

This pull request is fully signed and it will be integrated in one of the next CMSSW_13_0_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_13_3_X is complete.
