Snippet for cmsDriver (step3) customisation for 2023 TSG studies
HB "mild"(medium) cuts suggested in Slide#12

Without this snippet, one would need to include in the cmsDriver command
a bulky list of 7 very long commands (with the values explicitly specified in all the cases):
--customise_commands "..."

So, even though this is not a must/indispensable PR, just rather an "opportunistic" one, but if 12_6_X patch is planned in the near future, inclusion of this PR would make cmsDriver command much more compact/readable:
--customise RecoParticleFlow/PFClusterProducer/particleFlow_HB2023.customiseHB2023

PR validation:

Checked (via edmConfigDump) that it brings necessary modifications with step3 cmsDriver customisation.

It's not really a backport, rather a provisional 12_6_X-only snippet specifically for 2023 TSG studies

Just a shortcut for some laborious driver commands. Not sure it will be useful at this point, but shouldn't hurt.

This pull request is fully signed and it will be integrated in one of the next CMSSW_12_6_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_13_0_X is complete. This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
